At the 2022 GPA Midstream annual convention, Sept. 11-14 in San Antonio, GPA Midstream will conduct a special session on the Pipeline and Hazardous Materials Safety Administration’s (PHMSA) new rules for onshore gas gathering lines.
The session, scheduled for 4-5 p.m. on Sept. 12, 2022, will focus on the new safety standards and reporting requirements for previously unregulated rural gas gathering lines, as well as the recent exercise of enforcement discretion that PHMSA issued in response to GPA Midstream’s petition for judicial review of the final rule.
Specifically, the session will cover criteria that determines whether an onshore gas gathering line meets the definition of a newly regulated Type C gathering line, the regulatory requirements that apply to these types of pipelines, and the relevant compliance deadlines.
The session will also address requirements that apply to reporting-only Type R gathering lines, and some of the other key provisions in the new rules, including the process for obtaining extensions of certain compliance deadlines and authorization to use composite pipe material in Type C lines. Finally, the session will conclude with a discussion of PHMSA’s recently issued exercise of enforcement discretion for smaller diameter Type C lines.
